you forgot the price or else, like Humphrey Bogart in Casablanca who claimed he came to Morocco 'for the waters', was misinformed. They go for 9-10-11-12 pesos depending upon where you are in the Philippines. 12 is the top price ordinary Filipinos would expect to pay, day to day, for a single tube of toilet roll (though they always call it 'tissue'. and never mention any toilet). Saris close to places in tourist areas where there are lots of foreigners, might charge 20, but 40 is just totally ridiculous. No Filipino would pay even 20 for tissue.

Good idea on the hand sanitizer, you probably saved yourself from a nice case of pink eye.

watch out for the overcharging in the saris near places where there are lots of foreigners, they overcharge subtly, not by too much but it is still overcharging. 20 instead of 12 for tissue paper may not be totally ridiculous like 40 is, but it is still overcharging.

you can also buy those small alcohol bottles. They're cheaper than the hand sanitizer but don't forget to bring a bottle of lotion as they might dry your hands a bit. FYI they also now have whitening lotions in compact sizes.
