4 days in Argentina during Carnaval

I have a business trip that is taking me to Buenos Aires this coming weekend. A few questions -

1) Will all or most of the regularly scheduled ferrias still take place even though it is Carnaval time?

2) Will it be really crazy?

3) I would very much like to visit the Delta. Suggestions on finding a low-key low-cost tour to see it?
