Cubans voted February 3rd

Fidel again appeared in the news, 86 years old, a bit older than last time, but the old warrior looked sharp as he cast his ballot and spoke to children. But what was it that the Cubans voted about this time? Was it saying yes or no to the party's proposal for the delegates(about 600) to the national assembly and (about 1000) to the provincial assemblies?

Apparently this was the first time that Fidel had gone to out to vote since he fell ill.
