2In addition to #1, there's plenty more cheap but definitely not bad hostels with (modest) use of (modest) kitchen in that same area, around calles Murillo, Santa Cruz, Sagarnaga, Linares and Illampu, all in a grid of a few hundred meters.
If you arrive in daytime, you could just let yourself be dropped off by your taxi at calle Illampu (highest up) and visit a few hostels strollng left, right and/or down and take your pick.

3el solario is probably the cheapest with a kitchen though.
we stayed at many hostels in la paz and it was hard to find what you wanted for the price you wanted. el solario was the cheapest with a kitchen but two others that were a bit nicer were hostel austeria and i dont remember the second one but it was literally RIGHT across the street from hostel austeria in an old building. if you google austeria you can find the address.
these were a bit nicer and 35 bs a night (if i remember correctly)
el solario i think has shared rooms for as cheap at 25 though
