And it is completely wrong to claim that you can get it only in home country or country of residence or in the embassy in charge of your country. You can get visa in third country - I've been getting visa for over 2 years now in country where I don't reside and it doesn't cover my country.
The truth is that the whole visa system is completely inconsistent, it varies from embassy to embassy, from passport to passport and it also depends a lot on what kind of visa is in question (tourist, business etc). For example, I am getting the visa without submitting any itinerary, air ticket, hotel reservation or bank accounts. I only submit letter of invitation which I get from tourist agency.
I could give more advice on how to increase your chances to get a visa, but that was not the question. The question was about getting a visa in Iran. So, unless you have a specific advice on that, please save your time and this space.

The best is to get visa in home country, but this is good for tourist not for travellers. I'm in Iran now that I would like to get some advise where is the best place in Iran to get Pakistan visa. Is not so good for me to go back to my home or residence country just to get Pakistan visa.

I am second to the @1. Home country is better option to get Pak visa. Most of the tourists are facing problems to get Pak visa in host country. Make sure that you have Pak visa stamp in your passport before leaving your home country. For Pak visa, they will ask you about LOI from any Pakistani based reputable tour operator company.Edited by: shikibu

It has been quite a while since Pak embassies has stopped issuing visas in host contries. One can get Pak visa in his/her home country with a letter of invitation from a Pakistan based tour operator.7
It varies country to country some ask for LOI from Pakistan based tour operator & some don't.12
