Reports on new Russia Visa agreement for US citizens

Has anyone been able to get one of the new 3 year visas yet? Has anyone successfully applied somewhere outside the US?

I'm currently in Russia with a 3-year tourist visa (I got it in Seattle). It was a really simple process -- I just had to check a different box and pay a few extra bucks to get the three years, no questions asked.
