Certainly Ha Noi to HCMC is easy enough by rail and an experience it is too. I have travelled the entire Reunification line and enjoyed it.Any reason for Vinh? Not a lot there so you could slightly go off track and go to Da Lat in the Central Highlands. Plenty of buses serve Da Lat from Nha Trang. And also good buses from DL to HCMC.

I think you're trying to do too much in three weeks, unless you like only spending one night in places, always worrying about the next bus or train.Nha Trang has little interest: it's a big Russian beach resort town.
I would not try to plan too much in advance. But I know others love detailed itineraries.

Hanoi - Halong by busHanoi - LaoCai by train, bus
Vinh you can skip.
Hanoi - Hue by bus or train.
Hue - Hoi an by bus.
Hoi An - Nha Trang by bus
Nha Trang - Saigon by bus or train.
Saigon - Cuchi tunnel by bus
Sai Gon - My Tho by bus
My Tho - Can Tho by bus
You should ask your hotel book ticket for you.

Re: train travel.I did not use the overnight train, preferring to look out the window and watch the world go by and also talk to the locals.
Use the SE trains, more comfortable.
Best bits Hue-Danang and Danang to Nhat Trang are interesting.

Hue -Da Nang is Ok. I agree about daytime travel. At least it makes sense because at night you just see a big black landscape.
