You would need a permit and I am pretty sure that it would be very difficult if not impossible to get a permit to get into UWSA territory. Even if you manage to get one it would be extremely expensive as plenty of tea money would be needed.

@Martin010: If I enter Kokang from Yunnan (which I am sure is feasible), do you think I will be allowed to take a bus to Yangon if I have a Myanmar visa? Thank you!

Yes, you need a permit. Mostly given to members of a few NGOs only. You may enter Kokang from Yunnan - but bear in mind that the checkpoints between Kokang and Yunnan are for locals only. A lot of locals know smuggling routes, but you will be leaving China illegally if you use these routes. There are many checkpoints in Shan state, so even if you made it into Kokang via Yunnan, you will not be allowed into Burma proper. In fact, there is a chance that you may be detained for illegal entry.

Kokang is not part of UWSA controlled Wa State. Kokang is now controlled by a military backed militia.
