Using Uruguayan Cedula to enter Argentina through Buquebus

I am a Canadian, with a Uruguayan Cedula. Do I still have to pay a reciprocity fee to enter Argentina or would entering with my Cedula be enough? And if I fly out of Buenos Aires, with my Canadian passport after entering presumably without paying a reciprocity fee, are there any foreseeable issues? Thanks.

I do not believe the Cedula is enough, as it is based on citizenship. I do not have an instance of a situation in your case, but I have known many US citizens with cedulas (DNI) as Argentine residents who have had to both get visas to Brazil and pay Chile reciprocity fees at Santiago airport immigration exit, so it appears the cedula, even from a mercarsur country, will be avoid this.

In terms of leaving within 90 days, not having paid the reciprocity fee is not an issue, as it is an entry fee only, and does not effect exit rights

I am almost certain reciprocity fee only applies when flying in, not when arriving/departing by land or water. It is based on citizen's passport.

For #2, since January 7, it applies to all entries, land, water or air, see sticky above.
