Permission needed for Atbara to Port Sudan?

My partner and I plan to enter Sudan from Egypt and would like to visit Port Sudan directly from Atbara. Do we still need permission? Is it possible to take permission in Atbara or Wadi Halfa or do we need to go to Khartoum? Does it cost anything? Thanks.
