1) Humanitarian Aid license - if you haven't recently traveled to Cuba on this type of license - please note google is not a replacement for experience.2) From Cancun, licensed travel is allowed booking with the Mexican agent of Havantur
3) There are only two OFAC approved in-Cuba service providers, Havantur is represented in Cancun, the other is not.... you don't necessarily have to arrange booking for Cancun travel out Havana or US authorized providers..however, of note you can't use Cubana for that air travel
4) I have never heard mention here of the Smart Traveler program - so again google does not replace experience. Smart Traveler registration for licensed travel serves to back-up/document legitimate licensed travel itineraries to Cuba - if needed later - for free
5) Another back-up of legitimacy - if needed later under challenge - is documented contact with USINT - and the Public Diplomacy Office there (assistant there last month was Elena) is also free, they log their calls
On target to the specific OP's question - from specific personal experience.. so others that have opinions without practical experience, have at it......

Fab, just to make it a little clearer for anyone stumbling across this thread regarding licensed travel when referring to airlines...So long as it's not a Cuban airline any licensed American can travel on any airline departing from any destination from anywhere in the world... many people are confused thinking that licensed travel has to happen on an OFAC-authorized charter flight from the US or a flight that has been booked through an OFAC-authorized Travel Service Provider in the US...

Why not just fly to Cancun(CUN) and hop on a one hour flight to Habana. No hassles, no red tape, no problems,. We have been doing it for fifteen years. The tourist card cost $20 from the airline in Cancun.Mexico City and Nassau have easy flights also. Who needs OFAC.
