The airport bus does NOT operate every hour during the night. According to the latest schedule in my possession, there is no bus at midnight, but there is one at 1 a.m. Between 3 and 7 a.m. there is a long gap with no departures at all. If they feel like it the operators may put on an extra bus, but likewise they sometimes skip a scheduled departure. Note that the bus only leaves from Terminal 2.If you hang around the departure (not arrivals) area private drivers who have just dropped off passengers, or who drive a departing person's rental car back into town, may sometimes offer you a lift. You can negotiate a tip of 5 to 10 dinars for such a favour.

You can try it, however it is illegal. If a yellow taxi driver gets caught, there is a JD30-JD40 fine--and most drivers will refuse to pick up pax because of it. If the police stop him with an inbound pax before the Madaba bridge, he will be fined. All they have to do is ask to see your passport--with that visa stamp with the date. I have a friend who drives a taxi; when he picks me up at the airport, he borrows his brother's personal vehicle and leaves the cab at home just for this reason.5
Well, in more civilized countries it would possibly be likewise illegal to uphold a monopoly of one single taxi operator that may collect passengers at the airport. I am not worried about being an accessory to law-breaking as long as Jordan demonstrates its contempt for the rule of law in countless other (far more serious) areas. But as I hinted above, I stick it to the airport taxi mafia mostly by negotiating with non-taxi vehicle drivers. Also, I usually do this only in the middle of the night when the next bus departure is hours away. Most policemen are asleep at this time... But it is true that I have had some small adventures with normal city taxi drivers, who were keen for a fare of 5 or 10 JD to go back to Amman but were well aware of the prohibition - agreeing to board the taxi in a dark corner beyond the airport terminal, or ducking invisibly below the window as long as we drove alongside the terminal building! :-)
