Tourist visa/transit visa

According to the Russian Consular website, if you're entering or exiting through Belorussia or Kazakhstan, you need a transit and not a tourist visa. Strange but it's there in black and white.
I intend to cross from Ukraine to Georgia, but that's pending an Iranian visa application being accepted. If it's not I'll have to go through Kazakhstan.
What would happen if I turned up at the Russian/Kazakh exit post with a tourist visa as opposed to a transit visa?

Can you provide a link? I am wondering if you misunderstood.

Of course you can enter and exit on a tourist visa.

It's just badly worded. What it is supposed to mean is: you cannot transit through airports without visa if you're traveling to/from BY or KZ.

Ah yes. On closer inspection, now that you say it, they've omitted the words "if transiting by plane". I thought it sounded like a peculiar stipulation. Thanks for clarification. That makes things straight forward again.
