Tourist visa/transit visa
According to the Russian Consular website, if you're entering or exiting through Belorussia or Kazakhstan, you need a transit and not a tourist visa. Strange but it's there in black and white.I intend to cross from Ukraine to Georgia, but that's pending an Iranian visa application being accepted. If it's not I'll have to go through Kazakhstan.
What would happen if I turned up at the Russian/Kazakh exit post with a tourist visa as opposed to a transit visa?

Can you provide a link? I am wondering if you misunderstood.
Of course you can enter and exit on a tourist visa.
