12 hours at Baku airport

12 hours at Baku airportHi guys,
I get the honour of having to spend 12 hours at the international airport in Baku, at daytime :(
Is there a way I can spend this time properly? I don't think I'll get access to a lounge. As a EU citizen I might be able to get a visa on arrival.
Do you have any suggestions on what to do? Never been to this part of the world, but if it's not too much of a hassle I could imagine leaving the airport, it's better than just sitting around anyway. Some 4km away there seems to be an eternal flame temple I could imagine walking to if it's save for a woman traveller alone. Other suggestions?
I would prefer not to exchange any money, but as I need to eat something anyway I might as well do that. How much would I need, both for transport, simple meals and visa on arrival?

1No. There is no longer "visa on arrival" in Azerbaijan for any nationalities. You will have to spend the entire time in the airport

3Depending on your nationality, a visa to Azerbaijan could cost over $200 with LOI and visas (although most EU countries are closer to $100) No city is worth a $100-$200 visa for a couple hours.

5Also as I remember when I applied a earlier this year, they dont do 5-day transit visas anymore, so you're kinda stuck in the airport unless you want to go through all the hassle and expense for a proper tourist visa. Always worth asking while you're there what they say if they can let you out for 6-7 hours, and post back on what they said.
