take any of the buses heading for the beach - tamarindo, playas del coco, playa hermosa - and ask the driver to let you off at the car rental office.i think there is also a bus that goes to the airport, but i'm not sure of the times.
most of the car rental offices will be between liberia and the airport.

if you are picking up a rental car, chances are you will just go to the rental car office - there are no rental car offices at the airport.good idea from twjthornton about the bus to belen.
you can also just take a taxi from liberia for about $20 (more or less)
