Tell me you've missed a zero off your budget!

If you can afford to to travel with, house and feed a family of 4 on a budget of 5K for 10 days you must be some sort of genius. I doubt I could survive on my own for 10 days on 5K. And that's be without going to theme parks (Or travelling around much).

The rest my mum suggests about 70K NT(10000USD?)+5K for museums and theme parks(5KNTD=1000USD?)

5K NTD is about $170

I've no idea what theme park enterance cost (Not a theme park kinda guy) but I'd suggest that $170USD isn't going to get 4 of you into many of them.

I can't think of anything that makes Taiwanese theme parks stand out from others around the world, but if you have kids, you probably don't have much say in the matter.

Your itinerary seems too ambitious on some of the days. For example, I doubt on Day 9 that you would be able to see all of those places (the National Palace Museum and Taipei Zoo each could take the better part of a day to cover). The same goes for Day 6 - either plan to spend most of the day in Jiufen, or skip it to enjoy the other sights in Taipei.

I'm not sure about your plan for Day 7. Although it is open for most of the day, Fengjia is a night market after all, which means it really doesn't really get into gear until after the sun goes down. What time are you intending to leave for Sun Moon Lake, and how do you plan on getting there? It might be better to do things in reverse - take a bus direct to Sun Moon Lake from Taipei, then go to Taichung the next day to visit Fengjia. Also, I'm not sure what the attraction of the Chiayi Municipal Museum (Day 8) holds for you. Chiayi is a pretty mundane city even by Taiwanese standards, and most travelers only use it as a base while going to and from Alishan. It might be more interesting to spend the night in Taichung - if you have kids, they might like the National Science Museum, and the National Taiwan Museum of Fine Arts has a good storybook area in the basement that young readers will enjoy, with plenty of English-language titles.
