Also take into consideration that I'm a female traveling by myself. Thank you :)

1With all honesty, two FULL days and three nights is the barest minimum time to spend in Istanbul!
I've yet to visit Rome but from everything I understand the same can be said--barest minimum two FULL days and three nights.
Cairo, Istanbul and Rome are all ancient chaotic cities. After Cairo (which I have visited for over a week) Istanbul may seem a touch more quiet and orderly but of the two mega-cities, Istanbul seems more tightly packed and confusing.
If you love touring on the run and are very quick to get your bearings in a big city then fly from Istanbul to Rome on the 10th or 11th. Otherwise pick one city!
Should low budget be a prime consideration I do suggest that it will be far easier to keep such in Istanbul than in Rome.

2Only 5 days...got to be one or the other, you can't do justice to either city to try to visit both.

10Perhaps the OP wonders which she would feel safest/most comfortable in for any length of time.
On that score I'd say both cities have pitfalls and hazards for naive or unwary travellers of either sex but both can be safe for those who use common sense and stay aware of what is happening around them-just like any big city I guess.

A full day tour of Istanbul would be too rushed to be worthwile - a quick visit to Topkapi Palace alone (and you'll have to go inside to appreciate the place) would take up at least all morning. And that's just one of Istanbul's many, many interesting sights.
You really need at least 2-3 full days and that's just to scratch the surface.

131 day would only give you time to see 3 or 4 attractions, would it be worth the expense and hassle of organising just for 1 day? I'm curious why do you think you would feel lonely in Istanbul but not in Rome. There are so many excellent hostels and family B&B's where you would be sure to meet other solo travellers for company or a chat if you wanted to.
You can enjoy a relaxed visit to one and see plenty or a mad hurtle around both and see only odd bits-only you can decide, your choice. If you have done research on both cities then by now one or the other will hold a greater attraction for you.
