If you mean by plane then the answer is yes.
If you mean overland I think it can't legally be done.

By land....???...no it can't...certainly not from Myanmar into India...not legally...do a search on here where this Q has been asked before...

what you could do is enter via kawthung on an Embassy visa then get local permit to go for Mweiyek and Moulmein and from there head to MTT yangon and get exoit permit overland Lashio Rulli sadly no running this stretch you'll have to have driver guide and expensive permit It might be easier to haed into China through laos via Kumming and head for Shangrila and then back down into India via Tibet or down the karaloram highway into Pakistan Afghanistan and Iran

The only way you can exit to India (without going through a third country) is taking one of the direct flights from Yangon to Kolkata (or Gaya). Of course, you can always try to get a special permit to make it overland... As PleistoceneMegaFauna said in #5, you couild be the first! If you succeed, let us know!

then back down into India via Tibet

...if Tibet is opened for foreigners on the OP's travel dates and if the OP can get the special permit to Tibet.

or down the karaloram highway into Pakistan Afghanistan and Iran

...if the border between China and Pakistan isn't closed due to bad weather in the OP's travel dates (it's closed several months each year). BTW, the OP would need to get the visa for Pakistan in his/her home country.

To get a permit for Tibet, you still need to travel in a group of 5 of the same nationality on a prebooked tour. No sign of that being lifted and returning to solo travellers.

sure, it's possible. you take the subway from kawthoung to tamu, there u take the skytrain to moreh. piece of cake + discounts given to students and seniors.
