Taiwan Folk Village and National Center for Traditional Arts

The Taiwan Folk Village near Changhua and the National Center for Traditional Arts near Luodong seem similar. If a visitor visits one, is it going to be a waste of time to visit the other?
Also there doesn't seem to be much information public transportation to these 2 places - can someone direct me to a bus schedule?

The Taiwan Folk Village in Changhua (run by private) almost closed.so better go to the other one.

The National Center for Traditional Arts near Luodong is run by goverment is a good one.

for the public transportation to NCFTA:

take the train from Taipei to Luodong

then take the bus from Luodong station to NCFTA.
