When are you staying in NYC? If you are here now it will probably be very difficult as the city, incl. the Financial District is recovering from Sandy. It would be best to hire a cab before hand, otherwise, expect to spend time waiting in the street to hail one down. Since you're staying at a hotel you might be able to get a few others to share a cab with you if they're headed in the same direction. This might help you: http://gothamist.com/2012/10/30/these_mta_buses_are_running_post-hu.php

Normally, Taxis are everywhere in NYC, rush hour and 4pm can be tough as both a shift change and rush hour, Fridays are worst. Do you have a lot of luggage? If not take the train, #3 Train to 42nd Street.-
- if it is right now, you will best served to call a car service/taxi. No trains may be running down there yet.

It's not really that hard to get one even at the peak hour. But you won't like the traffic at peak hour time. As a visitor you might not be familiar with subway. But at rush hour in manhattan, I would say a subway is a much better choice than cab.If you are gonna take a cab, I believe the traffic on the west side would be much better, though not every taxi driver would think it that way. I had once taken a cab from downtown to finanical district, and he drove along centre ave, which was totally a disaster at the rush hour.
