There are several "computer malls" around the city. I usually shop at one of two on Gameat El Dowal St. in Mohandiseen, 3rd & 4th floor above Metro market. It has new laptops, as well as one or two shops that sell used laptops. Some prices are marked, but all are negotiable, though not a by big margin (they prefer to throw in extras rather than drop the price).You might also try Craigslist or, if you can read Arabic, Al Waseet.
For new laptops there is a computershopegypt.com , which gives comparative prices as well.
