I am interested in spending 3 weeks in Peru & northern Chile. Of interest is Machu Picchu and Amazon in Peru. I would then like to go via land to northern Chile. Advice on how to do this and what there is of interest in northern Chile.

You probably don't have enough time to get to Northern Chile. And if you did manage to get there, you wouldn't see a great deal.
