Take a bus to Cuidad del Este, around 5 hours and costs around $5. From there you can transfer to a bus to Foz de Iguacu (Brazil), less than 1 hour and cheap. From there another bus to Puerto Iguazu (Argentina), also quick and cheap. From this bus station there are regular buses to the falls.If you have a bit of money you could possibly arrange a taxi in Cuidad del Este all the way to the falls in Argentina. Things are a bit shifty over there so perhaps ask at the tourist office (near the border).
You should pass through immigration at each border getting the correct stamp. Locals don't need to do this so make sure you pay attention when arriving at immigration. This could be difficult if you need a Brazil visa because there is no direct link here between Argentina and Paraguay. If you do in fact need a Brazil visa, then instead of the above, cross from Asuncion to Formosa in Argentina. Formosa has links to several Argentinian cities, although perhaps not Puerto Iguazu, therefore you may need to change bus. Check out www.plataforma10.com

There is a lot of bus companys in Paraguay that go to Ciudad del EsteIt is no so expensive, when I went to Ciudad del Este it was 10 dollars
