Foreign nationals from visa exempt countries, with the exception of Americans, will have to fill out an online form on the Citizenship and Immigration Canada website to find out if they have been red flagged for travel. This new process will affect those arriving by air and is expected to be implemented by 2015. Computers are expected to be available at airports for those who did not obtain the necessary clearance in advance.

Basically an electronic visa, confirmed within minutes, with fee attached.

A second new process mentioned in the above article is called the Interactive Advance Passenger Information Initiative, meant to prevent high-risk or improperly documented travellers from boarding a plane destined for Canada.
