My humble suggestion is for you to decide what your priorities are. The closer you are to the border and the more Americans you want to have around you, the more you will pay and $ 900 will go faaaast.
There are however, lots of areas (examples were discussed) in Mexico where your money will go a long way, especially at the current exchange rate. However, that will require some serious research and decision making as to how comfortable you are to be away from the US...

16I just spent 5 months in Baja and I don't think there's anything like Atitlan but that doesn't mean there aren't some nice areas and towns within a few hours of the border. Check out the town of Guadalupe on Mex 3 south of Tecate. It's in the wine region and seems to be very peaceful and quiet. It's greener than other parts of Baja and very attractive. Another bonus is that you can cross at Tecate instead of Tijuana which is a nice drive along CA94 to a quiet border crossing and a quiet highway south to the area. There's a lot of development happening there right now as they promote the wine region.
San Felipe is also nice but can be rowdy at times. A friend of mine said, "San Felipe...muffler optional." There are loads of quiet places in that area too if you just step outside of town a few km's.
Another nice spot, an hour or so south of Ensenada, is Erendira. Very quiet little beach side town about 20 km's from highway 1. I'd avoid Ensenada and Tijuana if it's peace and quiet you want. Just my opinion though.

17Perhaps some helpful facts:
Normally 17 minutes at freeway low tide on I-5 from la frontera to downtown San Diego
Normally minimum one hour wait in line to enter U.S. at San Ysidro. Maximum 7 hours.
75 miles One hour forty five minutes La Frontera to Ensenada on Mex 1D.
Very common Ensenada to San Diego via Tecate border crossing. Return via Tijuana.
25 Minutes la frontera to Rosarito.
When I speak Spanish in this area I'm not surprised to hear a reply in Ingles.
Costco, Sam's Club, Wal-Mart, Home Depot, Waldo's $1 Mart, Tijuana/Ensenada.
Scripp's Medical Center, Chula Vista 1/2-way between border and San Diego. Medicare.
Decent housing in Tijuana is coveted by Mexicans who work in the USA. Higher rents.
Lower cost barrios in Tijuana are definetly not as safe as same in Ensenada.
Panajachel is 5 hours hard driving from Guat City and top tier medical care.
Different lifestyle required in Guat. Suggest 30 day trial to gain a whiff.
I am not suggesting Baja California is "better" than Guat. Just a lot more different.
Zirahuen is 7,500 ft altitude. Do you like 35 degree winter mornings?
Nearest direct flights Zirahuen to USA is Zihuatanejo. 200 miles.
Medical needs for retirees makes for a whole new ball game in choosing "where".
