1I will suggest you to take Govt owned BRTC Bus. It departs from BRTC Bus stand at Kadamtoli at 8 a.m and 9 p.m.
If you miss the bus, then go to Oxygen More (Oxygen Circle). Here you will find Rangamati buses every hour from 7 am to 4 p.m. They may refrain to take but tell them that you have permission to enter Rangamati. If need, show the permission copy.

2When I took the BRTC bus, I had to show the bus ticket guy my permission letter, then the bus stopped 3 times at different check point to give out photo copies of the permission to gun-toting soldiers, and sign the information in a ledger. Only going to Banderban it took an extra 20mins for the soldiers to check something with their superior. No need to be book, worst case the current bus will be full and you want 30-45mins for the next one. Bit of a dirty and chaotic area, so hopefully you can be on your way quickly.
