Both countries are quite different to each other (Bulgaria is much smaller too).
Romanian is a non-Slavik language and very different to Serbian and Bulgarian.
Wonderful mountains in both countries, but all the seaside resorts will be closed - literally.
You can't get on the beaches, but in March you probably wouldn't want to anyway.
Bulgaria is generally cheaper than Romania. Both countries have good rail links and rent-a-car is cheap too.
Transylvania region of Romania is very pretty, as is much of the Gorj region as well.
In Bulgaria there is some of the world's cheapest skiing and the slopes should still be open in March.
Just a few pointers.
The people are friendly enough... a few might still have a grudge about the NATO bombing... But being from India...you should be welcome...
Since you have a two week to spend...try Montenegro, Kosovo...or even a side Trip to Albania...or a trip to other cities in the former Yugoslavia...by train you can see a lot in two weeks...
Check online for room prices and book rooms in advance...like most of Eastern Europe...Serbia is not totally tuned into tourism yet...

I stayed at the Kordun on Sremska KAmenica close to Novi Sad, 5 years ago. Comfortable and friendly, good restaurant if you don't feel like going out.
