Can't say specifically about wifi which I'd guess is pretty random, but my mobile didn't get coverage in Leh and so was useless.4
Your mobile didn't work most likely because it was a 'pre-paid' sim from outside of the Jammu Kashmir state ... they don't allow those to function in Leh and surrounds. Nothing to do with the wi-fi internet ....5
The oriental does have wi fi but like the rest of leh the power and IT will fail to work when you want to use it I would warn people you may drop off the web for a period of time and go old fashioned and send a postcard!8
Many many Wifi hotspots in Leh. The good ones are not really cheap, about 90 rs an hour. the free ones are usually shyte with loads of pople trying to access their stuff.
