2-3 weeks in Vietnam and a very long wish list

Hi,
My boyfriend and I are looking to spend about 2-3 weeks in Vietnam. Below is the list of places which we would like to visit had we had all the time in the world. Now we ask of more experienced travellers to help us pick and choose, also considering travel time, securing experience variety etc. We will enter Vietnam from Yunnan, China.

Sapa
Hanoi
Ninh Binh
Halong Bay
Mai Chau
Phong Nha
Hoi An
Ho Chi Minh City
The Mekong Delta (something about 1-3 day trips arranged from HCMC, that right?)
Boat trip from Chau Doc to Phnom Penh where we will continue our travels

It would have helped if you had told us your interests.
For me: Ha Noi, Ninh Binh/Tam Coc area, Dong Hoi area for the caves, Hue, Hoi An/Da Nang area, HCMC, Mekong.

3 weeks you can visit all destinations

Travel by plane or train is ok

Im also planning on going to Vietnam for 10 days and Im finding that just going to four destinations itself will be hectic.
Most recommendations to me were to take my time enjoying certain locations like Sapa, Ninh Binh etc.
3 weeks will be good to visit all the destinations but will you be able to enjoy them well enough?

I think that. if you go to northern Viet Nam. You can replace Sapa by Bac HA in the same Lao Cai province. possible it is better beacause not many tourist come here.

We loved our time in Hanoi, Hoi An, HCMC and Halong Bay. Sapa was good, but we found the first day of trekking very touristy and got followed by a group of locals wanting to sell us things. If you do do a trek in Sapa, make it at least two full days! Hoi An is great for a few days, Hanoi is good for a couple of nights, as is HCMC for a couple of nights at least, plus day trips to the tunnels etc.
