Kitesurfing spots in Thailand? How does Hua Hin compare to Vietnam?

I am going with my wife who will not kitesurf, and she would like a nice beach with clear water. We initially thought about Mui Ne in Vietnam, I know that is a wonderful kitesurfing spot but the beach is very busy with people and it isn't really that beautiful. Are there nicer beaches for kitesurfing in Thailand??

Or specifically, those spots such as Hua Hin, are they (1) as good as Mui Ne when it comes to surfing conditions, (2) as beautiful as the nice Thai beaches e.g. Railay, etc??

Hua Hin isn't as nice. When I was at Hat Pak Meng in Trang in March, there were kitesurfing classes. It's a beautiful beach (and not very crowded). Very close is Hat Chao Mai, which is a national park and literally has miles of secluded beaches.
