My guess is such that service charge (restaurants, Europe, some of the countries) ) is VAT

isn't VAT a tax which is entirely different to a service charge.

Correct Poppy ... there is no way that a "service charge" on a bill is a euphemism for the VAT charged by government. It (the service charge) is institutional tipping, indeed.

I don't even tolerate menus that have a price for "mains" (entrées I think in the USA), then everything you want with the meat you pay extra for - vegetables, carbohydrates, sauces, etc. They'll have a separate charge for knives and forks soon. No wonder we eat at home almost always.
