Huh? At many airports you get free food if your flight is DELAYED for more than a few hours. But you seem to refer to a scheduled stopover (connecting flights) of 4 hours. Nowhere in the world I know you get food in such a case, even if your flights are on the same airline - except perhaps if you fly business or first class when there may be snacks in the lounge. Is Dubai different...?2
You won't be getting free food on a 4 hour stopover at Dubai or anywhere else in the world.3
Here is a link to the Emirates page - and on one journey I had a voucher for a 4 hour stopover but I think it was a special deal. Unfortunately it could only be used at one place and the food was rather ordinary - to put it mildly.http://www.emirates.com/english/plan_book/essential_information/long_stopovers.aspx

OP is right.Emirates have a long standing arrangement for transit passengers where a stop of >4 hours entitles them to a free meal in the "transit buffet".
I dont know if it applies to all passengers, or if its a special ticket deal that only applies to some flights or routes (I've never done a >4 hours transit in Dubai), but I do know that I have several times had to negotiate my way through a huge mass of knackered, confused, non-English speaking transit passengers failing to queue for entry to the transit buffet that is the only place the voucher is good for.
But my guess is that if your stop is 4 hours exactly, then you wont qualify.
And to be honest, I cant imagine that the food quality or the dining experience is one that is worth fighting to get your hands on.
