@All,I`m going to Koh Tao during the December and intend in to pass padi licensing for beginners. So i am wondering what is the best price&services diving agents. Else I hear that if get padi package (include accommodation) by Bangkok is cheaper than one from Tao, is it true?

It is much better to go to the island and check out different dive schools before committing. Then you can choose your ideal location, meet the dive instructors, and get a feel for the place instead of buying "blind".
Find out what the best deal on offer in Bangkok is. Then when you get to the island, ask your chosen dive school to match it. It's a competitive market and you can usually negotiate a decent deal, even in high season. They will probably throw in 4 or 5 nights free accommodation, and perhaps other incentives as well.

^ Another thing I forgot to add, I found it beneficial to choose a dive school with a swimming pool. I reckon it's a lot easier and more comfortable to learn the basics of using a mask, scuba tank etc. in the pool rather than in the sea.Plus on your "time off" you can relax by the pool :-)
I learned with Coral Grand Divers, towards the northern end of Sairee Beach. It's a nice resort on a decent stretch of beach, good dive instruction too. Worth checking them out when you get to the island.

Good advise so far. Price wise you should be looking at around 9800-9000THB for an open water course on Koh Tao. Most of the dive centers will all include accommodation for you during the course (included in the price). DO NOT make your decision on who to dive with based on who gives the best price. As the others have stated, make your decision when you arrive to the island and speak to the staff at a few different places, and get a feel for the dive company.7
id really try koh tao explorers . i paid 8900 for the course and accom was in a sweet new hotel. the guys were cool there i had a blast. they seemed to try to avoid all the other dive boats and go to sites where we were alone. it makes a big difference in koh tao because there are so many divers.
