Probably not. So you'll have to either go through one of the myriad China travel sights (Where you will pay more commision than the face value of the ticket) or buy it yourself when you get to Luoyang (I've not taken that particular train myself but I'm reliably informed that it is almost never full).
Alternatively, there will be plenty of trains from either Luoyang or Zhengzhou to Taiyuan (The capital of Shanxi). Taiyuan is about an hour and a half from Pingyao and there will be any number of trains/buses going every day.

4thank you, i wanted to buy the ticket very early because i'm going there the first week of october and i'va heard that travel in that week could be troublesome

5Yes. I use that for the timetable but I don't use it to buy tickets (I don't use ANY site to buy tickets. I do it myself). You won't be able to get the tickets any earlier using an agent (And any agent would be able to do it) than you will by doing if yourself so I'd save the cash, if I were you, Go to the station (Or ticket agent) 10 days before you want to actually travel. The first week of October is a nightmare for travelling, true, (And this year will be worse than most with the long holiday) but I think you should be fine here. You can always revert back to the travel agent if you have problems.

7Yes. Come to think of it, they told me that at Shanghai station last month as well (The 3 days in advance thing). This seems to be a perculiarly Shanghai issue because it doesn't apply anywhere else and, on one occasion, I was making inquiries about a train that I already had a ticket for (Bought in Beijing 10 days in advance). But there'd be no point going now for October tickets as they won't be on-sale anywhere yet (Travel agents will just take your order, take your money and tell you to wait as well). But getting betwen Shanghai and Luoyang shouldn't present any great problem at any time of year. There are dozens of trains between Shanghai and Zhengzhou and it's then the work of minutes to get either a train or bus ticket out to Luoyang.(OK. The fast trains go to Longmen which is a bit out of the way (Unless you want to go to Longmen Shikuo, I suppose) but there are buses/taxis to take you into town).
I think I'd be more concerned about getting your return ticket to Shanghai than either of your Louyang or Pingyao tickets.
