2There are no direct buses or trains. You either pass through Croatia or through Serbia and Croatia.
I did it by train in October 2011. Podgorica to Belgrade was €23 but Belgrade to Ljubjana was considerably more than that although i don't recall the exact amount. I took the daytime train from Podgorica to Belgrade and it was several hours late. I took the overnight train from Belgrade to Ljubljana and that was fine.
By bus it is more complicated. There are several buses a day to Dubrovnik but then you need to transfer. From there take a daily bus to Ljubljana departing at 13.00. It takes 16 hours. There are other options but they require more transfers.

3I would take a bus from Budva to Zagreb, there are few going every day. Then take a train to Ljubljana, there are a few of them every day also.
This is the most straight forward route, around 12 hours on the bus and 1-2 hours on the train. In Zagreb bus station and train station are farly close, 10-15min tram ride in the center of town.
