2 weeks in August

I'm trying to plan a 2 week trip to the Philippines August 13 to August 27. I am a 24-year-old female and will be traveling alone. I'm wondering if anyone has a suggested itinerary or any advice for my time frame .

A few things:

I'm on a budget and will be staying in hostels.

I'm interested in relaxing on beaches, meeting some new people, possibly doing a tour, eating local foods, and hopefully hiking/kayaking/snorkeling if possible.

I'm going to be flying into Manila and probably just doing a round trip flight from there because it's the least expensive (I'm currently in Shanghai).

I've considered Boracay, Cebu and Puerta Princesa but am open to anywhere that is fairly easy to get to and safe for a solo female traveler. I'm also wondering about weather...which areas are likely to be nice during my two weeks? I know doing all three (in addition to Manila) isn't very feasible so I'm trying to just do two. I'd love to know the quickest and easiest forms of transportation/routes to get from one place to another. I'm planning on flying for the most part but obviously boats and ferries will probably be necessary too, which is obviously fine.

I've never been to the Philippines and this will be my first time traveling alone so any and all advice would be greatly appreciated!

For 2 weeks you can do at most two locations. I would suggest Boracay and Cebu from your list.

For better weather in August Cebu, Bohol, Siargao, Camiguin are all good bets. Bohol has kayaking and snorkeling. I'd read up on those and see what you think suits you.
