Basically, you have Puerto Escondido and Sayulita if you want to surf.. There are many other places, but they will have logistical problems such as no surfboards, no services, etc.

You are aware that this is the time of year that everybody in the world takes their vacation and goes to Mexico, looking for a beach to party?

It'll be about as expensive as it gets to be in those places during that time of year, as mentioned @1. Make your reservations very early, wherever you go.

If you go New Years Day and later, some of the busloads will have left and there will be rooms available in Puerto Escondido. Big crowd is generally from Dec. 23 until Jan. 1, some linger until Jan. 6.

The last week of december is the busiest tourist season in the entire year, you will have a hard time finding a hotel room unless you book now. Expect to see the beaches infested with foreign and mexican tourists. If you come after Jan 15th, the pleasant weather will still be there, but you will probably have the beach all to yourself and much better hotel prices.

Mayan Riviera is great if you're going with a large group. You can stay in an all-inclusive resort and either stay in the giant resort and enjoy their festivities or take a taxi only 40 minutes away to Playa Del Carmen.

If you do decide to go to Cancun, Margaritaville is a fun place to go on New Years.

I was recently in Cancun and Mayan Riviera and documented the experience you're welcome to take a look.
