I don't think there's much to choose between them really,both offer much the same things and I am sure that you will have a great time whichever you choose.Personally,I prefer Varna,but I live there so I am biased towards it and spend most of my time here.In summer,Varna is a great party place,24 hour city and very friendly atmosphere day and night.
Accomodation in hostel,there Is Yo-Ho-Ho Hostel in Varna,and maybe old ladies offering private rooms at the railway station.In Burgas,I know there was an agency in the centre that you could go to and they would arrange you immediately in a room in an old ladies house for less than 10 euro,if that is still working.Varna beaches are not perfect city centre,but perfectly acceptable,especially if you walk a few hundred yards north of the city centre beach,food and drink is cheap and plentiful....enjoy.

Varna is bigger, and probably a bigger party spot. I think you can get to very nice beaches in close proximity to Varna, too. (The city beaches in both cities are pretty good, but can be a bit dirty.) I think Varna might have more options for hostel beds, too.

Burgas might have interest if you want to visit the historic coastal villages of Nessebar or Sozopol.

I personally prefer Varna, there are all sorts of things going on there and the beaches are really good. You can find party spots all around the coast. If you land in Burgas Sozopol, Primorsko and Kiten are good places. They are much smaller, close to Burgas and to each other but with lots of campsites around where usually young people stay and great parties happen spontaneously.

Hey Thanks to everybody. As we are flying to Burgas, we will spend 2 days there and then we are going to Varna.
