Can Chiang Mai be given a miss ?

I have tried to warm up to Chiang Mai over the years and it has worked. Not too long ago I rented an apartment for 3 months and found that the city is very good on that level, more as a place to live than a place to just do touristy things. Especially the area of the old city is good for finding almost anything by walking.18
My 60 day visa says I have to visit Chiang Mai and one southern island or there could be a fine upon departure.It's part of that 'Unbelievable Thailand' tourist promotion by TAT. .

With your itinerary it seems like you are rushing hither and yon.As someone who has lived in Chiang Mai for 9 years, I am yet to have a boring day.
My advice?
Go anywhere on your list, put your feet up, engage the senses and stop rushing,
As for the Khao Soi?
I would recommend the food hall in Pantip Plaza, smile nicely to the lovely lady there and go nuts on the garnish, you will blow <50THB each including a drink
