I just completed the trip which means it's possible now, but nobody knows about September.Regarding your travel plan: 3. Will take more time and it's difficult to get on such a bus. 6. Makes no sense to go from Xiangcheng first to Derong and then go on to Shangri La. Take the direct bus.
The Xinduqiao to Litang road is at present under repair and it may take 12 to 14 hours to do this now. All other roads are in good condition. There are several checkpoints where you have to register if you look like a foreigner.
Best wishes from Shangri La!

My memory isnt quite so good so this may have been on the way to Songpan instead. Our bus stopped at some roadside market stalls with the usual animals available to sit on and take photos, etc.6
About your plan point 7: Are you just going to Baima and back in a day? Why? It's doable if you take the firts bus from Shangri-la to Deqin and one of the last buses from Deqin will pick you up from the road, which will not happen if the bus is full. And all you'll see is plenty of road construction and Baima pass. Why not go a bit further, spend two days and see the Meili aswell. Or get (a car and) a guide and do some hiking at Baima.7
I will be in Zhongdian in about a week, I am looking for recent feedback on making the trip from Daocheng to Litang and onwards to Kanding, as I read somewhere on TT it was not possible on the other way (Kanding to Litang). I would not like to get all the way up there and be turned back, for obvious time and money issues. Thanks for the help!!!
