New laws for Kyrgyzstan Visa
UAE citizen used to get a visa without LOI from the consulate in Dubai. My friend applied for a Visa few days ago and when he received his visa he was told that starting from today UAE citizens will get the visa from the airport at Bishkek, after a new law issued by the Parliament.There is no information on fees or visa on land boarder. I might call the consulate and ask for further information

I suggest you post your UAE visa question at the middle east branch, However you can get a visa through your airline if you are flying Emirates, Etihad, FlyDubai or Air Arabia. YOu can also get a visa through your Hotel or Your contact at UAE
