There are 2 buses per day that go from Salacgriva to Cesis - at 08:58 and 17:23. Additionally, at 13:25 there is a bus from Salacgriva to Valmiera and at 16:10 a connecting bus to Cesis.If you can get to either of these on time with a Parnu - Riga bus, ask the bus driver to drop you off in Salacgriva.
If you can't it will be easier to take the bus all the way to Riga and then back to Cesis.
