I broke the toilet seat or the toilet seat broke?

I've worked in the tourism industry. It's a little known fact that most good accommodation establishments take out muckhut misuse and maltreatment insurance.I once coiled a cable so large in an Amman hotel muckhut (thanks in no small measure to an overindulgence of lamb shawarma and Jordanian beer) that repeated flushing would not shift the bugger.
You can't expect hotel guests to be responsible for honest muckhut mishaps. Move on...

Not much to update, HW. I sent the hotel an email apologizing for not telling them about it, and suggesting they replace it with a better quality seat that fits the toilet bowl better, but didn't make an offer to pay. They have not responded.I don't mind paying half the cost, unless they claim it costs $50 or something. If I try to stay there again in future, I guess I'll have a resolution to the issue.
I don't think a cheap thin plastic seat like that would cost more than $10.
