I am in saigon now trying to organise the trip but want to be sure you can get a visa at the border as tour operators here are quoting $65 for the visa if bought here in saigon! Found the following thread with great info on this with bus routes too but it would be good to hear that someone has recently been to this border and bought a visa at the border and also had no problems with buses in to Laos either to Attupea or Pakse maybe...

My old post is maybe no more useful so i’ll offer you reviced one but it’s also becoming old day by day and the informations you get in your travelling are defenitely the newest ones and the best!
Any way, Visa cost is 65＄ at travel agency is too expensive because VOA is surely avalable at Lao border gate "Phou Keau".
The cost of VOA for each nationality is as below and it’s the one i checked when i crossed Tay Trang/Pang Hok border recently (Mar.2012=this year) from Dien Bien Phu to Muang Khua and i think it’s the same at other Lao borders by overland. (i need no visa for entering into Viet Nam & Laos & China and my last border crossing at Bo Y/Phou Keau was Nov.2011=last year).
*nationality of other countries--30$
*ASEAN people(not Asian people) and people of limited number of nationalities( i.e.Japan, S.Korea & others)—need no Visa for entering into Laos but of course, it’s permitted only for limited days.
Other costs for VOA into Laos
①overtime fee—1$ on Saturday & Sunday
②fee for check—2,000Kip
③service stamp fee for check in
—3,000Kip for a person
---2,000Kip for a motorbike
---10,000Kip for a truck
④over time fee—(i think it’s after 16:00pm on week days)
---4,000Kip for a person
---10,000Kip for a motorbike
---20,000Kip for a truck
（1USD=8,000Kip at Luang Prabang, Mar.2012=this year）
about DIRECT BUS via Bo Y border
Direct bus from Pleiku(=Gia Lai) in Central Highlands of Viet Nam to Pakse & Attapeu in southern Laos are regularly (=as daily service) operated by 2 big Vietnamese bus companies –“Mai Linh Express" & "Dien Hong"【zien-hong】.
But i strongly recommend you to take Mai Linh Express’s direct bus for your travelling because "Mai Linh" is the most reliable--more strictly speaking--"only a reliable bus company in Viet Nam" and working stuffs including drivers are all well trained and very gentle and kind for their guests so if you take this company’s direct bus, i assure that you will be able to travel very comfortably with no stress to Attapeu/Pakse —with no over charging and scams to foreigners that are normalized in Viet Nam—also with no rough atitudes and vehaviours etc.
Bus route of GIA LAI to PAKSE---(i roughly describe about the times as below but buses actually run not punctually)
Gia Lai(=Pleiku) dep.06:30～07:00am from Duc Long bus station - Kon Tum 08:10am - Ngoc Hoi 09:10am - Bo Y/PhouKeau border 09:40～10:15am(passport & Visa control) - Attapeu12:45pm～13:30pm(lunch time=free charge because lunch fee is included wihin bus fare and it’s very dilicious!) - Sekong 15:40pm - Tha Teng 16:30pm - Paksong 17:15pm – Pakse 18:00pm
BUS FARE of Mai Linh Express’s direct bus from Gia Lai to Pakse —(at the time Sep & Nov..2011 and please take acount of adding a bit more now).

*from Gia Lai(=Pleiku) to Attapeu/210,000VND or 80,000Kip

*from Ngoc Hoi to Attapeu/130,000VND or 50,000Kip
(1USD=8,000Kip =20,820VND at the banks in Luang Prabang & Ha Noi--Nov.2011=last year)
BOOKING OFFICES or AGENTS of Mai Linh Express and departure & arrival points in Gia Lai/Kon Tum/Ngoc Hoi & Attapeu/Pakse(there also exists booking offce or agent at Sekong, Tha Teng, Paksong in each , and a few more at Pakse and Attapeu in each but those are not main---all of them in Laos are Vienamese restaurants).
☆Gia Lai(=Pleiku)--Mai Linh Express’s Gia Lai office is within Duc Long bus station( 2km from city center) but it's not inside of the terminal building but out side of it(=beside of Duc Long Gh in bus terminal--good guesthouse but we foreigners are not permitted to stay here by Cong An)
☆Kon Tum(VN)--i'm not sure but Mai Linh has a branch in Kon Tum city and it locates on the way to Kon Tum bus station in northen part of city center along NR.14 and you also can book or reserve for being picked-up by direct bus coming from Gia Lai at Dak Bla Hotel(big & old but not expensive) that locates beside of Dak Bla river in southern part of city center.
☆Ngoc Hoi(VN)--"Quynh Anh"=a very small clothing shop(adresss:115 Hung Vuong St.) betweeen Dang Khoa Hotel(adress:121 Hung Vuong St.) and Dong Duong Hotel(adress:95 Hung Vuong St.)---Hung Vuong St. is NR.14 in Ngoc Hoi town and the main street.
☆Attapeu(Laos)--newly built "Duc Loc" guesthouse(run by Vietnamese and 1st floor has a Vietnamese restaurant "Lao- Viet restaurant"(=former name: Ti-Ti restaurant) and used for lunch time with all passenger and bus stuffs)—lunch has enough menus and very delicious!.. This 3-tier building is situated 100m from Sekong bridge and has a bank for money exchange (USD to/from Lao Kip & VND, Thai Bath and exchange rate was not bad and it was the same to banks in Luang Prabang at least Nov.2011=last year).
☆Pakse(Laos)---"Lien Huong"=a Vietnamese restaurant(not big) in Pakse city center(=in touristy area) and it locates at diagonally opposite new "Nazim Indian restaurant" along NR.13(=main road).
BUS from SAIGON to PLEIKU(=GIA LAI)
Besides day bus, sleeper bus from Saigon to Pleiku is probably available and maybe it departs from Eastern bus station="Ben Xe Mien Dong" in HCMC(i saw it’s arrival at Duc Long bus station in Gia Lai last year) but please check it for yourself one more time if you want to use it.
Have a nice trip!
