You're not allowed to bring alcohol into Qatar through the airport.2
I just got back last week and it's true you can't bring alcohol through the airport even though they didn't check. I had 3 water bottles in my carry on and it could've been alcohol. You can get drinks in the bars/restaurants in the higher end hotels. We were also told there were a couple liquor stores where you could purchase booze but we never searched them out.4
Most hotels only serve alcohol from about 5 pm onwards. The Oryx has a tapas bar that serves alcohol, as well as a good jazz bar. Their buffet restaurant serves alcohol. I'm pretty sure you can purchase alcohol with your meal at the shisha terrace and the chinese restaurant as well. I'm not sure if they serve alcohol with lunch.To purchase alcohol to consume in a private location you must be a resident and you must get permission from your employer. You can then get a permit. There is no way visitors can purchase alcohol to take back to their hotel room unless it's purchased from the hotel itself.
You can purchase alcohol in duty free on the way out of the country only.
