Lao Central Airlines
formerly known as Phongsavanh Airlines, in turn formerly known as Lao Capricorn Air...has started flights between Bangkok & Vientiane: http://laovoices.com/lao-central-airlines-to-open-vientiane-bangkok-flights-today/
looks like their official website: http://www.flylaocentral.com/ (some links/tabs still don't work)
seems like with their attention on BKK, VTE, LPB & Pakse, it might be a long time before any airline revives the VTE-Boun Neua (Phongsaly) route...

I get the feeling the owner of Lao Central Airlines in also the owner of Phongsavanh Bank and if so maybe there will be some new flights to smaller places in Laos coming from him as he's been leading the way with banking in Laos. I think Sam Neua is still without air service as well even with a good airport available.2
Same owner & they're using the same corporate colours too :PSam Neua is still being served by Lao Air: http://www.lao-air.com/index.php

Xam Neua has not had regular service flights in the 6 years I've toured the region. Lao Air was once Capricorn Airlines etc etc. They got one plane and it flies... sometimes... if someone charters it.... if.....There are big tourist plans afloat for Xam Neua/Vieng Xai. I wouldn't doubt there are biweekly flights before too long (and us old farts who love Houaphon look forward to it!)
