I can't help you with the camping questions, but I live in Donghae which is about 10km north of Samcheok and I believe there are fairly frequent buses down the east coast stopping in Samcheok and Pohang. Probably any bus that's going to Gyeongju from Samcheok will also stop in Pohang, so if you're at Samcheok Bus Terminal and there's a bus leaving for Pohang soon but the next bus to Gyeongju isn't for awhile, you can probably just head to Pohang and then go inside Pohang Terminal and buy a ticket for Gyeongju. Pohang to Gyeongju buses probably leave every 5 or 10 minutes. One thing to watch out for, though, is that many of the buses on the Samcheok to Pohang route may be intercity buses, meaning they may pass through every little town down the coast adding an hour or two to the trip time. Try and get a non-stop bus if you can.
