Sure they can Solo Hobo... Most Sim-Cards are 200.000 Kyats and everyone can get them within a few minutes these days.

Actually, roaming is not yet possible. They are still just testing the system. As back as early as December, you could get a roaming signal with any AIT phone from Thailand... but it was just a test phase. They aim to release this for possibly early 2013...

I can assure you I made a local call using my foreign mobile and SIM card to another local mobile in Myanmar, as I too wanted to test the service. And since they charged me for the call, I guess it's now 'available'. Just for info, I'm an expat working in Indonesia so I don't have an AIT Thailand phone. My cell phone service provider in Indonesia is Telkomsel.

@6Tango, OK! this is new.
Popped in my Thai Happy SIM to test, not working...
Think they still have things to iron out in the system...

Gelfball, I carried two mobiles with me from Indonesia ... the one from Telkomsel worked with roaming, the other one which has an Indosat SIM didn't. So it seems roaming will work with only some telecom companies, not all. It came as a complete surprise to me. It costs 35 cents for an SMS ($3.50 for 10 SMSs) so it's not too over the top I guess if you want to send a quick SMS back home.

This webpage from Telkomsel lists Myanmar as one of its roaming partners.
