17BSDs is definitely used. You see it on YC occasionally. "Masters of the universe" is not a term I'm familiar with, but running a search on TT just now, "masters of the universe" seems almost as common. (Not counting this thread, there are 44 hits combined for "Big Swinging Dicks" and BSDs; 29 for "Masters of the universe.")

I am aware of the movie and that it was based on a book, but I am not aware of either term you asked about. That being said #22 says that they are understood by people in one city in one industry. Therefore, perhaps the author used those terms after doing research there, which still doesn't make them universally understood by American English speakers.

23I heard "master of the universe" in the wild the other day. Someone was talking about a mansion in a fancy part of Los Angeles "owned by some master of the universe."

24The female version of BSD is BSM (big swinnging mammaries). Lots of them still here in London.
