16Tools 4 - in case you read this. I've heard there is a passable road Xienkok and then to the south though It doesn't get traffic not an all wether raod but most importantly it has a bridge over the Nam Fa which enters the Mekong just around the first turn out of Xienkok headed S on Mekong. Didn't Captain Bob try to go up this road a few years ago? Bear in mind this is hearsay. Update. Just went back and looked at the photos you linked to. For sure that's the road cut, you can see the same islands pushed out into the Mekong in the background. Sounds like that biker liked Laos.
The "road" Vieng Phouka to Muang Long was only a tractor path at it's heyday, never jeeped to my knowledge. It had one concrete bridge but all the other bridges, and there were many, were double logs with branches, then dirt. They have all since dropped into the rivers. In 06 I think I saw some of the last 2 wheel tracks, now you'd spend days carting a bike up and down through the creaks.
Surveyors were marking for a road over the mountains S and a ways W from Long for a copper mine, but I don't think they had any intent of heading down into the valley of the Nam Fa.

17Somsai, yes there are a few new roads around in the northern part. Fro the looks I doubt that that road to Xienkok sees much traffic, but you never know, going to the bus station in Huay Xai and asking there, maybe there is a song thaew going that way.
Other new roads in the area include the Huayxai-Pakbaeng road and the LNT-somewhere along the Udomxay-Pakbaeng road.
